Now it isn't. It was in the Union, because all large property was owned by the state. In the West all corporations (biggest part) are private, they want more profit. But even now the cost for own army is 2-3 time less, then for foreign buyers. +It looks like corruption in western (especially US) armies is much higher, that's why 1 F-22 costs over 300mln.
