The white dot in the center is the nucleus (element) the cloud is the electrons in more than one place in spacetime around the nucleus. when looked at by an observer it shrinks to a ball, when the observer looks away it spreads into its surroundings. The nature of the observer and wave particle duality are highly debated conundrums.
