It's on the Wowee Zowee Sordid Sentinels double disc reissue, and according to the booklet, this song is from the soundtrack to the Kids in the Hall movie, Brain Candy, which I haven't seen yet for some reason.
I suggest you run out and buy the three reissues that they've already put out (Slanted, CRCR and Wowee) because they're all chock full of awesome stuff that you'd have to be a vinyl hound like me to get, and some stuff that is unreleased or impossible to find even in bootleg circles. Oh, and all the Pavement videos (this one included), a full live show with multiple angles and a good documentary are all on the Slow Century DVD, pick it up too
