No, this machine is definitely wind powered. I've seen many videos of this and in those there's nobody "inside" it. Might have been lack of wind that made him push it just to demonstrate it's movements.

If you think you are clever because you can spot the obvious human inside it you might want to research this contraption some more before arrogantly saying it's not wind powered.
