Yes you can! You will have to print your photograph on tissue paper first though. The kind of tissue paper you add to presents, not the one for the nose.
I don't think a hairdryer will have enough concentrated heat. It spreads the heat out more then the heat gun. But you could try. I have never used a hair dryer for this.
Stamping directly on the candle is difficult. First you would have to find the right ink, second the candle doesn't have a flat surface and it would be hard to get a perfect impression.

That shouldn't matter. If you use pigment ink, make sure it's dry before you go on so it doesn't smear while you place it on the candle.
