Example: Convert 15.1323232... to a fraction x = 15.1323232... 100x = 1513.232323... 100x - x = 1513.232323.... - 15.13232323... 99x = 1498.1 990x = 14,981 x = 14,981 / 990 And you can check that on a calculator and it works. 14981 / 990 = 15.1313131... But, in English, and should only be used between the whole and the part (e.g. "2 and one-half" or "2 and 5 tenths"). The number 851 should actually be said as simply "eight-hundred fifty-one".
@spunkyblah Yes, you are correct. "And" is supposed to be used to indicate a decimal point. I would argue, however, that this is one of the rules that matters little if any. If you say "eight hundred fifty one" or "eight hundred and fifty one", the meaning is perfectly clear, and entirely unambiguous, either way. Even something like "eight hundred and fifty one and a half" is clear and unambiguous, IMO.
