It's a pc game that you upload your own music to, and it identifies the BPM and other factors, and then creates the game chart for you to 'surf' along to. Hope this helps.

Both, it's just a downloaded client but costs to download. It's not much, I think it's at $10 now, so about £5 in the UK, well worth the money.
