I don't think so. This album was released in 1971, and Milligan was arrested for the first time in 1975. Hence, nobody had known anything about him until 1975.

I remember when I first heard this song. I bought this album about five years ago and was playing it on my portable CD player while I was out taking a walk. This song stopped me dead in my tracks when it got to "I'll waste away." over and over again. I was just stunned by the very beauty of it all. Thank you for uploading this. Elton from 1969 to 71 is my favorite period for him.
