We utilize RGB LEDs create different colors modes. There are 7 solid color modes, but in a color fade mode it slowly fades between all colors and shades, which is virtually a million colors.

Where is the best place to put them in the wheel well on top or behind the rotors I have seen both but I wanna go the safest route

You can mount them either way. You just need to be sure the wires do not come in contact with any moving parts, that usually ends up bad. If you are looking to be really safe I would mount them above the tire and to the fender well. If you have any other questions just ask!

It is legal to install them on your car, but when you can turn them on is a different story. The legality vary from state to state, so we highly recommend checking with your local law enforcement to get local laws regarding this kit.

@ledglow I knew there's a catch to it lol here in NY, I think it is legal, but it has to be certain colors. Like white, red, orange. It has to represent the usual lights on the car like the tail lights, blinkers, etc. and the light must be used for a purpose not just "pleasure". Well that's the underglow law. Does that apply to this one too?

That is a completely separate issue haha, but I would walk into the police department and physically ask them, that would be your best bet.
