1. Gangs have to worry about other gangs too, cops don't have to worry about "other" cops. LOL

2. There's NPC cops as well, obviously. Not all cops will be human. But don't expect the same kind of challange, clearly.

The 360 version may be released, but they are beginning to doubt it more and more with the scale of the game. Just buy it for the pc and don't worry about the 360 exclusivity, it would just be a toned down version of it. Buy a computer that can run games. Cool e3 footage guys.
