how come whenever i make a stack docklet. when i shutdown and come back later the stack docklet is gone?

when I open a window in maximised mode and I don't use auto hide, rocket dock is always on top. Does anyone know how to fix this?

richtclick the dock > optins> now an window should pop up; then go to position.
