What a waste. If it's rainy, windy etc, all people need to do is take any random bus from whichever of the two temporary stops in the centre of Belconnen they are at, and disembark at one of the two permanent stops at the outskirts of Belconnen (i.e. Emu Bank or the Bus Depot, which have shelter available or nearby). Transfer fares don't cost any extra and unless it's 10pm there's a constant flow of buses that serve all four stops.
