They're not. Vic and Tony are pretty much the only ones dead. C.J. and Tommy are probably still alive, considering they lived the good life towards the end of their game. Vic died around the time Tommy was released from jail. And Tony died by Claude Speed. The game that you play as Tony was in Tony's early years.
