@MultiElCrAzY yehh if you quick travel to there after waiting a few days then theres two enclave soldiers and an enclave officer that respawn every coupla days i think... Also there's quite often super mutants when you quick travel gas stop.

P.S in the victory rifle place there is a keller family holotape

I think you must also have good karma, or else he will just not talk to you about partner abilities... because on my first playthrough I couldn't trade equipment; I had bad karma. On my second playthrough I had good karma and I got his sledge..

As the Wikia says, if you missed the opportunity, you need to go back to vault 87 in the experimental section, so he can get his weapon on. You can also pickpocket him (with high sneak skill), shoot off his hands, etc. with Broken Steel he will get the weapon during the events as the quest "Take it Back!" which he will not be a follower...

their is another way to get it if you go back to where u first find fawkes in vault 87 with him as a follower go to the computer near the fire alarm and activate it when u exit computer he should have it equiped even if set to ranged weapons trade and itll b their repeat as much as you want and u can get infinite fawkes super sledge and they can be sold for  alot of caps so u can get rich off it
