do you have to unlock people in this game or are they all just there in the begining??

the main characters of the ten first FF are there in the beggining.

To unlock the bad guys you must pay PP. this is available from the start.

Shattonto (FFXI) And Gabranth (FFXII) are unlockable. you must defeat them, and then pay some PP
