One other avenue would be to research the federal justice department and see if there is some office that can offer some assistance. Finally perhaps you can get a lawyer and sue? If you can't afford one then research on the net and perhaps there is some foundation that works on cases of police harrassment. You could also try the aclu for help. I don't know, I'm just trying to offer suggestions.

Have you contacted the city manager about this problem? If the city PD will not address your concerns, then I think in most cities they report to the city manager's office. Also, have you contacted your councilman/city representative. You could call your local media, though I don't know if they'd believe you. But if you find a reporter who'll listen to you, and present your evidence, they may do an investigative story on it.
