It was the bartender, in fact you even see him throwing another scoop at them right before snooki starts breaking bottles. and you can hear the producer say "nicole, come on" trying to get them to leave. as for the mixers being there, they are there because of easy access for the bartenders and if someone steals it, then not much of a loss to the bar, you can see the liquor is behind them
