It is not regulated by the government. The Howard soon after he got in over 10 years ago relinquished the governments' capacity to "control" the policies and impact of the RBA.

After Rudd had secret meetings with Cheney, I'm not sure he is going to make the dramatic changes this country needs. Personally I will vote Greens. You have to understand the primary driver of all economic transactions is the attempt to deal with the natural problem of scarcity of resources, both physical and human
(i.e. skills/labour). In theory there is essentially nothing wrong with creating a macroeconomic policy which attempts to raise the living standard of the general populace by dealing with a shortage in the skill-set of the general populace.

The inability of a nation to adequately educate her own people is probably one of the worst travesties any government could commit. Look I have said to shiizaa on many occasions that I actually won't be voting for Howard (she believes that I am paid by him to support his policies on youtube!) but I don't believe everything he does is wrong and I certainly don't believe many of Shiizaas claims such as he set up the Cronulla riots, he set up the Port Arthur massacre, etc. Bottom line is that Howard has managed to run the economy effectively over his time in government.
