It is Kabal. Kabal is the one who uses hookswords initially. Mavado only takes them away after defeating him in the events shortly before the "Deadly Alliance". So, at this point Mavado and Kabal haven't met yet. And Kabal is not even a member of the Black Dragon in the beginning.

Kabal has an accent, and I don't get why he leaves his hookswords. And Kung Lao does get lots of experience orbs for freeing him.

Kabal was mutilated in a battle with Shao Kahn's minions after being chosen as an Earthrealm Warrior to fight him. He survived, but had to wear his now infamous life support system. Since Shaolin Monks supposedly takes place before that all, he's still normal at this point.
