the earthquake in Haiti was not that strong, what killed so many people is the poor contructions codes, if there was any. A couple of months later there was another one that was 500 times stronger in Chile and there was little destruction. Of course, Haiti is much poorer than Chile but at the end saving on construction materials is going to be much costly now..

But you're not supposed to run outside during a quake. The outer walls of buildings are the least secure parts and usually cave in during quakes while the rest of the structures stay mostly in tact. Unless you don't weld rebar and use ties instead (Like they did in Mexico city to safe construction costs)
