Because the cities have a more concentrated population, so there is more opportunity for confrontation and gun violence. I believe in unlimited concealed carry/assault weapons for law abiding citizens in rural areas, but gun control in large, highly concentrated cities. And that is the status quo. One single bullet can just do too much damage on a busy city street.
