No, you cannot. However, when you beat certain bosses, like Omega, Rouge & Jet, a costume for your Mii of that character is unlocked for purchase in game.

Also, I'm sure that you could play as the bosses if you used an Action Replay, but don't quote me on that.

Well, maybe you need to beat him in team festival mode? I don't really know, to be honest. I had only heard that there was a costume for him but I've yet to unlock it for purchase myself...

I have all of the Suits in the game, there (unfortunately) is no Jet Suit

You could probably just be able to play them in the challenge/event they were programed for. They might freeze/lock-up/crash the game if you tried to play with them somewhere else.
