That's what I am saying. IF somebody as 'weak' as the mighty Demon King Piccolo could cause world wide terror and massive destruction (like blowing up cities with single blasts), then Raditz should also be able. Raditz is two whole levels of power stronger than DKP (who's weaker than both Piccolo Jr and Goku 23rd Budokai/beginning of DBZ, who in turn were grossly outmatched by Raditz). Raditz could probably solo the entire planet in a few days if he wanted to with utter ease.
Raditz was going to wtfpwn the entire world after he either destroyed or forced Goku to join the other Saiyans (and Frieza but the Saiyans seem rather disloyal at the time already). I guess in an alternate storyline Raditz could have pwned Goku and Piccolo, but he lost mainly because plot and character induced stupidity like pretty much every DBZ villain.

But raditz is kinda stupid...
He could have just killed goku and piccolo at the beginning... (Then it would have been a really short series)
