I suggest "community managed forestry " in which community are given responsibility in conjuction with local and provincial stakeholders. Also mutual benefit sharing and participation is must. Forest of Nepal has been conserved from 29% to now 40% with this approach. Look at community foresty in Nepal, which is a good example for the World, to safe forest resources. However, still there is a lack of market mechanism and identifiation of full environmental services from the forestry. Good luck!!!
