Happy interpretation time :) The Essenes followed the orders of only their chosen leaders but rejected mans rule over man as unjust and G-dless. Rejecting mans rule over man did not include those men as leaders appointed by "G-d" and may mean that they denied mans govt in all forms or only believed in G-ds law as binding rule. It may also mean they simply denied outside rule and considered it oppresive for man to rule man from the outside.
The Essene's did not follow The Torah in entirety. The felt it contaminated since the time of Mose's.
