How do you get the last power cell on top of the hill?

@wafflecopter6 you have to press the yellow eco vent switch on in Snowy Mountain and then return and use a vent to blast some rocks guarding an opening. Then you simply follow the opening round to the power cell. Watch the walkthrough and I'll eventually get round to it :P
