There's a quest in a solar panel plant of some sort. After you finish it, you can fire the gun once a day. Doesn't sound like much, but it's very powerful.

@TheSweenyToad That would he Helios One, nope cant use it, since the power is helping people and not at my disposal, I bought the gun because it's dangerous and safer with me.
