That's the solvent in the glue. You'll get the same effect if you use canned spray paint on foam. It does release some nasty fumes though. Good thing you brought it outside.
The effect does look really good. Must have a chemical make up similar to epoxy like LOXMYTHIC said below. Gotta be real careful when using adhesives and foam!
But the effect of it on the foam does look like you could make some other kinds of terrain by starting off painting a layer on the foam!
