they can be... low attention span.. but not all are tiny. Mine is 12.5lbs and he's not that tiny height wise and I know of some that are over 19lbs and they aren't overweight. Just keep that in mind with Yorkies.. but I've noticed the bigger ones have less health issues and do not fall for the "teacup" thing from breeders there is no such thing with yorkies.
