@lottielovering you have to max it's happiness. Giving it berries and fighting with it (without it dying or having status ailments). It's a pain in the ass. Mine hasn't evolved yet either =(

there are only two shiny stones in P/D im not sure about Pt.....but you can find one at the end of iron island and you can find the other on route 229...

i catch my budew at level 6, and it evolved at lvl 8.

i just give it massage twice plus soothe bell.

When it lvl up, it evolved.

Maybe Try a Soothe Bell. Poffins, Not Letting it Faint in Battle, and Contests are a Good Way towards Friendship. I Gave Mine a Massage Every Day and Gave it Items like Proteins or Carbos and He Evolved. Hope That Helps!
