I disagree. I think Hisagi and Kira are both close to achieving bankai. (Especially since Hisagi was considered a genius.) Making them close to Captain lvl.
Renji has bankai making him of course near/at captain lvl.
Rukia is a 3rd seat but if it wasnt for byakuya she would be a lieutenant.
I guess Hisagi, but still like in Kidou u gave Rukia 70 when she still says the incantation so her kidou can be full power the same goes for Hisagi and Kira...and u gave Kira 80??
Byakuya is one of the best in Kidou and he is only 90 in Kidou.....
Same goes for other things like Strength, Reiatsu, Defence, etc.....

U know how u have to be 400+ stats to be a Captain....
U gave evryone around 390 or 380 and they are nowhere near captain lvl....
I personally think leutenants should be in the 200s same goes for Uryuu, Cahd, and Orihime.....
