The Qing dynasty uses Manchu as official language, forbids inter Han-Manchu marriage and is more willing to give to foreigners than its people. On top of that, they slaughtered millions of Hans just to keep them from rebelling. They are far more corrupt and oppressive than any other dynasties.
The dynasty cannot reprsent Chinese culture, both politically and culturally. Manchu is not China, only Huaxia culture can represent China.

well, as for Saiunkoku: the building, the food, the little decorative items, the way of life, the table and chairs, the carved out paper windows, the garden, and especially the clothes(those are surelly not kimono, they are hangfu, at least some form of Hangfu in the Song and Ming dynasty fashion), etc, all these things are culturally Chinese. Both Fushigi Yuugi and Saiunkoku has ancient Han China as back ground, they are both depicting pre-Manchu Han Chinese life styles(not 100% accurate thou).
