A 2.7 GW solar thermal plant??

Given that the La Hoya de Vicentes solar park (admittedly PV rather than solar thermal) is an entire square kilometre of panels for just 23 MW nameplate, doesn't that imply that what he's really talking about is something powered (roughly) 1% by solar and 99% by natural gas?
