I found out this was written and released by Jules Shear on his 1983 album Watch Dog. Ignatius must have done a pretty quick post-release cover, or else was offered it prior to release.
It was later covered by Alison Moyet, and reached number 18 in the British charts in 1994.
I agree that Ignatius' synth-heavy version is very good. It hasn't really dated.
