Forget to CO2, the water is the true problem that has to be addressed here; and the technology is available (and should be required to do buisness) to confront this problem.
Market forces are going to slow development there considerably in the near future.
The sad truth is that cars are not going to run on fairy dust anytime in the next 5 years; and that Canadas economy needs those jobs today.
Not that we shouldn't think about tommorrow - but the human cost has to be factored in.
