Look at the context and the meaning of the wording of Leo XIII and if you have difficulty with the vicarious nature of the apostolic mission I recommend Mt 16,16 or John 20, 21-23. As for writers of canon law, I expect you don't know what canon law is, nor what authority a commentary has, nor do I believe you actually have Barclay at home to verify the statement or read the context.

The vast majority of priests have never even been accused of sexual abuse. Sexual abuse happens as much in ever other walk of life and in every other denomination....it just isn't publicized. Anti-Catholicism continues.
