ok there are only 4 E-4B's in existence, When the pentagon "insisted" that the E-4B flying overhead wasn't a military plane they had to protect it's identity so it wouldn't be a possible target. the purpose for the E-4B is NAOC ( National Airborne Operations Center) this means that when all other command centers (Pentagon, Cheyenne Mt.) fail or get blasted by a nuke, they can command from a moving platform which is the E-4B.
