The guy he is calling and pranking is a scammer who harasses people with multiple threats like arrests, coming to their homes, he threatens and harasses your family with physical threats if you don't pay him. He is someone who really deserves these calls to waste his time so he is not threatening other people. You can see more info about him on the FBI site. Hes under the fraud/scam area the third one down on that page about "payday loan scams"
