We know that Nato bombed the hell out of the western approaches to Tripoli, so it seems whatever division was there bugged out.

There was also fighting by "Tunisians" near the border, which we can assume to have been NATO ( or simply Tunisian ) special forces.

Perhaps a division melted from a defection at command level, or simply because they were no longer getting supplies/support.

Those seem to be the possibilities. Certainly there was no serious ground fight until today.
