@mrteemumilto I think "enforceable carbon reduction targets" are signed contracts for lower emissions projects like the one in the news story. The term is not needed to tell the story and it is actually kind of baffling because I have never heard it before.

Still, the concept here is to improve lives, so I fail to see how it is bullshit or something nobody cares about.

I don't see what you are getting at by saying China will explain it to me.
