Her mother got the recessive gene, and her husband (Ralph) had the Dominant gene (but could never use Telekinesis, when they had Carrie (when he martial rapped her), Carrie got the gene and its full power.

I love Carrie's transformation. Sissy Spacek is perfect in this role; she has very unique angular features that do make her very homely looking during the first half of the movie so that you are genuinely surprised by how pretty she looks with her make-up and hair done on prom night.
