asuming this is being played back at 30 frames a second it'll be around 0.6 seconds. No way to be certain though with out checking at what speed its being played though.

Fluorescent lights use high voltage spikes to excite the gasses in the tube. It's primarily a function of electrostatic fields, which excite electrons to their next shell level; when they settle, they emit photons in the visible spectrum. Because of this large electrostatic field, adjacent tubes can also be excited. All of the bulbs seem to pulse at 60Hz, probably because they're powered from standard 60Hz household current.

Incorrect. Excited mercury vapor emits light in the ultra-violet. This UV is absorbed by phosphors in the envelope of the tube, which fluoresce, giving off visible light.

Yes, the other guy is correct. The pulsing you see is due to the 60Hz of the mains voltage. In other parts of the world the pulsing woulf be a bit faster at 50Hz.
The 16cfl's are a FOTODIOX filming/photography lighting setup. I have three sets of them for lighting this stuff, since the frame rates are so high you need a ton of light. Each of the CFL's outputs 2000 Lumens, so multiplied by 16 then by 3 you have a ton of light. Though even with those I couldn't go much beyond 4000fps.

These definitely have a sizable static field, but I suspect the rythmic dimming is because they're using the same 60Hz alternating power-source.
