The entire city council and Mayor needs to be removed from their offices. IT is the politics and the lack of humanity that leads to this kind of thing. I am a former elected county official. I have seen the way that most elected officials spend the county and city money.. IT is or should be criminal. When the public elects people because of the promise of more public hand outs and less taxes it places it self in the hands of someone who has already lied to you!
