This was done with a Gateway M285 tablet PC it is basically a laptop with a tablet screen.... more than 100 dollars... but... now I have the same problem, no tablet and I am looking into getting a Waccom Bamboo Fun you can get them on amazon for like 60-100 bucks

if you are good at drawing on paper but not on a PC you could get yourself a tablet, allmost every speed-paintings and -drawings here on youtube are done with a tablet. I recommend a bamboo for a start.
