Yes but you have to wait until after you complete the main story and graduate the guild. After you beat Dialga, you go to mysterious forest and then Wigglytuff and the rest of the guild pretend to be grand masters and minions, you deafeat them and then you can. :D

First, the stuff you just said, then you have to rescue Scizor by talking to Mr. Mime in Treasure Town, then find a Manaphy egg by talking to Corphish by the crossroads and then Sunflora at the guild. Then you and your partner have these dreams and you have to stop Darkrai and the recruit Palkia and that's it

Lv39 Charmander= Flamethrower, Dragon Claw, Dig & Brick Break.

Lv39 Squirtle= Hydro Pump, Blizzard, Dig & Brick Break.

Palkia, I used Dragon Claw move with Charmander all the time and Squirtle used his strongest attack which was Blizzard move which did neutral damage on but it still came out good overall, your LEVELS should be at around 39 or higher before taking on either one of them.

Dialga, all I did is keep putting it to sleep by throwing SLEEP SEEDS at when it wakes up everytime, make sure you have 8 SLEEP SEEDS, 8 REVIVER SEEDS, 8 ORAN BERRYS & 8 MAX ELIXIRS. You should beat Dialga easily since it can't attack you on many turn, just use the same tactics on Palkia and you should beat him as well. I used Dig & Brick Break move with Charmander and I The same move which was Dig & Brick Break move with Squirtle so everthing turned out to be a easy fight.

I must say Charmander is the best out of them all because it can wipe out Dialga and Palkia at once since it has Dragon Claw, Brick Break and Dig. Here's the top 13 in order on what's best to have.

1st: Charmander 2nd: Squirtle 3rd: Totodile 4th: Treecko 5th: Chimchar 6th: Piplup 7th: Pikachu 8th: Skitty 9th: Munchlax 10th: Cyndaquil 11th: Torchic 12th: Mudkip 13th: Meowth

Don't have these other 3 since it won't help.

Bulbasaur, Chikorita or Turtwig.

Since Palkia is even more of a pain just use your strongest attacks againgst it, unless you have Dragon move TM with Charmander which makes things a whole lot easier, for Dialga have Fighting move TM with Charmander, Squirtle, Totodile, Treecko, Chimchar, Piplup, Pikachu, Skitty or Munchlax or have Ground move TM with Charmander, Squirtle, Cyndaquil, Totodile, Treecko, Torchic, Mudkip, Chimchar, Piplup, Pikachu, Meowth, Skitty or Munchlax.

Throw 1 Sleep Seeds at Palkia but have 8 in total just in case it wakes up and just throw 1 again, have 8 Reviver Seeds, have 8 Oran Berries, 8 Max Elixirs and you should beat Palkia easily.

It's the fake Groudon boss battle because Uxie casts a spell to keep Pokemon away from the time gear. By the way it's Lv 30 so it's still won't be a threat if you have a Water or a Grass Starter, Fire might prove abit difficult unless you chose Charmander which has Dragon Rage whick does 40 damage every time so that adds up nice.
