I think so... his name is Wei Fan which are both words in Mandarin, and he corrected the officer's tone (insisting that Fan had a falling tone), so it definitely sounds like he was supposed to be Chinese to me :)

Yea, the way he pronounced the characters seems like he's saying a Chinese name (in Mandarin, specifically).
