gabriellus018 complained of "collective punishment" but nations interact with each other collectively all the time. The US ban on Cuban goods applies to the collective people of Cuba. NAFTA provides for favored trade status for Mexicans and Canadians as collective populations. That is how foreign policy works. The PLO receives aid as a collective. Gaza stopped being an occupied territory years ago. Now the rules and methods of foreign policy apply.

Geneva Convention, Article 33: "No protected person may be punished for an offense he or she has not personally committed. Collective penalties and likewise all measures of intimidation or of terrorism are prohibited."
Under the 1949 Geneva Conventions collective punishments are a war crime. In World War II, Nazis carried out forms of collective punishment to suppress resistance. Entire villages or towns were held responsible for any resistance activity that took place there.
