In Hawaii, according to the governor in 2008 (a Republican), private citizens do not have access to their long-form birth certificates. This included the President. Despite this, the GOP governor of Hawaii said that she had seen the birth certificate and said that Obama was, in fact, a citizen born in Hawaii.
