It's just one spell script. It was made with the Touhou-Style Shooting Game Maker "Danmakufu", which allows you to, you guessed it, make your own Touhou-style games. It's free, so you can just google for it and make your own bullet patterns, just like this one. Pat also said that he lost this particular script, so this one isn't available for download, unfortunately.
