will the (show hide task bar program) stay on when your computer is off or will it turn off with your computer

other words will the program stay on until you click the program again???

hey guys im trying to find out why on my internet browser like were u type your ip adress  its not there its just a blanmk pagea with home page when ever i scroll mouse over it then it apears but when i move mouse somewere else it goes away any one know what to do
